Yep in mine the Ballast had been removed by the welds being Grinded off,

it a pain when it come to replace the ballast on these, as yo would have to fabricate a new bracket to hold the new ballast in place. it pretty much a chuck out thing when it EOL, the sad part

 it makes some lovely noises wen fully run up it has such a nice soft 50hz hum i cood fall asleep listening to it
