Looks to be fairly recent as in less than 30 years old. Has a modern looking ballast from what I can make out through the opening. Don't think I've ever seen this before!

Haha! It was common as hell out there. Very rare to have underground cables on the streetlighting. Glasgow has a lot of overhead cables on steel columns too!

Well, they had them back in the early 80's and appear to be still running strong!
