We had quite a few of these in use at work, generally seemed to do the hours, but tended to start out *very* dim and pink. My theory was that the mercury vapour pressure was deliberately lower due to the outer bulb making the tube run hotter when up to temperature, but that of course meant that it starts out mercury starved.
