These little Weltor ballasts are quite noisy and get very hot, though are surprisingly durable, there is a Chip shop near me that has had one of these fittings lighting the window that has been going for decades now.

Brings back a few memories! Yep the ones under our kitchen units were getting quite vocal after 20 years of service! TBH if I was servicing a place that still had these fittings I'd still happily relamp them!
